It's interesting to contemplate the notion of fairness in a competition replete with random inequalities and more inconsistencies than constants. Cruising sounds a lot more rewarding and less stressful than handicap racing these days. At least for an old duffer:)

PHRF-LO (Lake Ontario) has done a study of Flying and Non flying ratings and the spread between the two is adjusted for each type of  boat.
PHRF-LO has made a lot of changes to try to make the completion fair ... for instance in 2012 the add on for a fixed 2 bladed prop out of aperture was adjusted from +3 to +12.
The PHRF-LO Handicappers Manual is available online to anyone that is interested
